  +1 on this request, not sure why osTicket included this as a forced option in the first place. It appears to have some settings tied to this in /scp/js/thread.js
  
  But the true/false settings at the top have no effect by my testing.

    There is a small typo in your link, but this one should work:
    
    Prevent auto scroll when opening tickets
